Joseph H. Kyle graduated from G.W. Carver High School in Salem, Virginia, in 1952.  He was both an excellent student and athlete.  He graduated fourth in a class of twenty-five and served as co-captain of the basketball team.  Joe’s other high school activities and honors included: President of the Senior Class; Business Manager for the Glee Club; Editor-in-Chief of the Annual Staff; Parliamentarian for the Student Council; Secretary of the Hi-Y; Member of the band; and member of the N.A.A.C.P.  He was also the recipient of his school’s B’nai B’rith Achievement Award.

In 1957, he received a B.S. degree from North Carolina . & T. State University, at Greensboro, with a double major I Physical Education and Social Studies.  Then, in 1965, he earned a master’s degree in Education at the University of Virginia with majors in Guidance and Administration.  Continuing his quest for knowledge, in 1976, he received a doctorate degree in Education from Virginia Polytechnic Institute and State University with majors in Guidance and Counseling and a cognate in Statistics.

Joe enjoys the distinction of an affiliation with G.W. Carver High School as a student, teacher, coach, and administrator.  He begun his career there in 1957 as a seventh grade teacher, assistant Football Coach, and Assistant Basketball Coach.  In 1962, he was appointed Assistant Principal at Carver, taught biology and served as a Guidance Counselor.  In 1966, he was named Supervisor of Testing and Assistant Director of Federal Programs for the Roanoke County Schools.  He was named Director of Testing and Federal Programs in 1988, a position held until retirement in June of 1996.

Under Dr. Kyle’s direction, Roanoke County’s Title 1 programs in reading and math received state and national recognition.  Program awards and special presentations have taken him throughout the state of Virginia and into Georgia, Louisiana, Texas, California, Arizona and Toronto, Canada.  He also served on several special state testing committees appointed by governors Holton, Wilder, and Allen to develop testing programs for state-wide accountability in schools.  He served on the Superintendent of Public Instruction’s Task Force on the Virginia State
